michigan governor rick snyder says he'll sign them as early as tomorrow. nbc's ron mott is there. what's the latest? >> reporter: hey there, good day to you. i'm not sure about 15,000 number but there are still a lot of folks here. most of them have probably started making their away from the state capitol because the measures here to protest have come and gone. as you mentioned the house passing two measures of public and private unions. i came back from an interview with the governor and asked him about the timing of this. this is pushed through the legislature in a lame deck session. a few more democratic me believes headed here and i asked the governor why not just table it? let the bills come to the desk, veto it and come back in january and have a fuller debate if you will. his answer was essentially that they've had plenty of time to debate this issue. that he said organized labor put a measure on the ballot in november that failed at the ballot box by voters and something that was top of mind for folks in state of michigan and workers and union workers say it's unfair for nonme

it was in 1950? 1.8 million. rick snyder is trying to do try to draw some of this business back here and get numbers back up. matt that goes to the point you were making there. that union worker we just heard, the woman, african-american woman, what this means you can work alongside a union member and not pay union dues and still get the benefits of the union. now, steve, is she right? >> no, she's wrong. look, i think it is in the first amendment of our constitution says the right of association, right? you have the right to associate with a union if you want to but, right of association also means you have the right not to associate with that entity. this is basically saying every worker makes their own choice. it doesn't say you can't have a union. i want to be very clear about this. when the unions say it is anti-union. it is not. simply says every worker has the choice. i talk to a lot of owners of businesses and ceos of companies, bill the one of the things, i asked them about right to work and what they tell me is, when they're looking where they will open up a new plant or facility,

-to-work state. governor rick snyder passing a new bill into law. ron motte is in lansing, michigan, with the latest. >> peace and quiet returned to the streets in the capital city. a far different scene than we saw here yesterday. about 10,000 people showed up. there was a lot of emotion on the lawn of the capital yesterday. a lot of the union workers believed this action was politically motivated, payback if you will for the successes of the democrats in michigan, but the president winning reelection as well. they think this is a death knell of the union in michigan. but the folks who advocated these changes to the workplace rules in michigan believe this gives workers more freedom, the freedoms they really should have to choose whether to join a union. the law will go into effect probably around april 1st or so. it's when the legislature ends its session now scheduled for december 20th. among the folks who lost this particular battle, believe this process should have included a lot more public debate. it was really rushed through the legislature over the past week or so. the hous
